Subj: UNDRESS AND WORKING BLUE UNIFORM NOTES -006/05
1. The following message was recently issued in the Coast Guard. While
its focus is on advising active duty and reserve service members that
undress blue and working blue uniforms will no longer be authorized for
wear as of September 30, 2005, the message also indicates that those
uniforms will continue to be optional for wear by Coast Guard
Auxiliarists until otherwise directed.

SUBJ: ACCELERATED PHASE-OUT OF UNDRESS AND WORKING BLUE UNIFORMS A.
COMDT COGARD WASHINGTON DC 251313Z APR 03/ALCOAST 184/03B B. UNIFORM
REGULATIONS, COMDTINST M1020.6E 1. REF (A) INDICATED THE UNDRESS
BLUE UNIFORM WOULD BE ELIMINATED AS AN AUTHORIZED ITEM ONE YEAR
FOLLOWING THE ROLLOUT OF THE NEW OPERATIONAL DRESS UNIFORM, AND THE
WORKING BLUE UNIFORM WOULD BE ELIMINATED FROM THE INVENTORY TWO
YEARS AFTER THE ROLLOUT OF THE ODU. THIS INITIAL TIMELINE WAS
PREDICATED IN PART ON AN ESTIMATION THAT THE ODU ROLLOUT WOULD TAKE
TWO YEARS, AND THAT RESTOCKING THE SHELVES FOR INDIVIDUAL SALES
WOULD TAKE SEVERAL ADDITIONAL MONTHS.
2. THROUGH THE CONSIDERABLE EFFORTS OF THE STAFF AT THE UNIFORM
DISTRIBUTION CENTER (UDC) IN WOODBINE NJ, THE ROLLOUT WAS COMPLETED
IN JUST TWELVE MONTHS, AND THE INVENTORY LEVELS HAVE BEEN RESTORED
TO A POINT SUFFICIENT TO SUPPORT REASONABLY UNRESTRICTED INDIVIDUAL
SALES.
3. IN RECENT MONTHS, MANY UNIT COMMANDERS HAVE RAISED CONCERNS OVER
THE ISSUE OF UNIFORMITY DURING THIS TRANSITIONAL PERIOD, AND HAVE
RECOMMENDED AN ACCELERATED PHASE-OUT OF THE OLD WORKING UNIFORMS.
4. EFFECTIVE 30 SEPTEMBER 2005, THE UNDRESS BLUE AND WORKING BLUE
UNIFORMS WILL NO LONGER BE AUTHORIZED FOR WEAR BY ACTIVE OR RESERVE
PERSONNEL. THESE UNIFORMS WILL CONTINUE TO BE OPTIONAL FOR MEMBERS
OF THE AUXILIARY UNTIL OTHERWISE DIRECTED. THE PROCESS OF PURGING
THESE UNIFORMS FROM OUR INVENTORIES AT THE UDC HAS ALREADY BEGUN.
5. PENDING THE COMPLETE PHASE-OUT OF THE UNDRESS BLUE AND WORKING
BLUE UNIFORMS, UNIT COMMANDERS MAY MANDATE THE WEARING OF THE ODU IN
THOSE CASES WHERE UNIFORMITY IS IMPORTANT TO THE MISSION (E.G.,
INSPECTIONS, PORT CALLS, PUBLIC EVENTS). CONSIDERATION SHOULD
CONTINUE TO BE GIVEN TO THE FACT THAT ENLISTED PERSONNEL WERE ONLY
ISSUED FOUR SETS OF ODUS. PERSONNEL WHO CURRENTLY RELY ON A LARGE
PERSONAL INVENTORY OF WORKING UNIFORMS SHOULD BEGIN THE PROCESS OF
PURCHASING ADDITIONAL ODUS SOONER RATHER THAN LATER.
6. ALL REFERENCES TO THE UNDRESS BLUE AND WORKING BLUE UNIFORMS WILL
BE REMOVED FROM REF (B) IN THE NEXT MANUAL CHANGE.
7. INTERNET RELEASE AUTHORIZED.
8. RADM S. W. ROCHON, DIRECTOR OF PERSONNEL MANAGEMENT, SENDS.

2. Undress blue (ie - all versions) and working blue
uniforms are authorized for wear by Coast Guard Auxiliarists until such
uniform items are no longer serviceable. There is no anticipated change
to that policy.
Undress blue (summer bravo) and working blue uniforms are appropriate
for operations and conducting vessel safety checks.
3. There are still plenty of working blue uniform items available for
purchase from the Coast Guard Uniform Distribution Center in Woodbine,
NJ (http://www.uscg.mil/hq/g-w/g-wp/udc/index.htm )...at half-price. If
you check the UDC web site's stock book for working blue uniforms, you
will see shirt prices listed at about $14 and trouser prices listed at
about $18.
These are full prices. In order to get the half-price discount, identify
yourself as an Auxiliarist when you contact UDC to place your order
(different ways to contact UDC and place orders are posted on its web
site).
Be rady to provide your EMPLID. You will then receive the 50% discount
for
working blue uniform items This presents a good opportunity to get new
work uniform items at low cost and help the Coast Guard buy down its
stock at the same time.
4. The purpose of this list is to keep Auxiliarists as well as all other
interested parties abreast of current developments, policies, manuals,
etc.
All information contained herein and linked is OFFICIAL policy and
information.
5. Internet Release and Distribution is Authorized.
6. G-OCX-1, SENDS
